MOBA and Saint-Laurent: innovative transportation management plan bylaw

MOBA has worked with Saint-Laurent in putting in place its innovative transportation management plan bylaw.
 

The Saint-Laurent administration is committed to systematizing transportation management plans, which are very beneficial for mobility, urban planning, public health, and economic development in the borough. From now on, all projects with more than 100 parking spaces will have to include a transportation management plan. 

 

The bylaw, the result of close collaboration between the borough and MOBA, is a first in Quebec. Under the bylaw, employers must:

  • Put in place a multimodal access plan for employees and visitors
  • Offer a public transit fare discount program
  • Provide a sheltered and secure parking space for bicycles
  • Offer priority parking for carpoolers
  • Organize an annual promotional activity

Implementing a transportation management plan reduces GHG emissions by 12% and solo driving by 19%.

 

The transportation management plan initiative is a major innovation in the relationship between transport and urban planning stakeholders. City planners, public health authorities, and businesses can count on the Centres de gestion des déplacements to help them meet these challenges and put Québec ahead of the curve. By adopting this innovative approach to sustainable mobility, businesses and institutions in the province will ultimately help end Québec's dependence on oil.
